Teen Killer, Now Free, Charged With Murder In Lowell Again
A 28-year-old Lowell man who beat a murder charge as a teenager and served just seven years in prison on a voluntary manslaughter conviction for shooting a man to death on Royal Street in 2006 is once again accused of murder.
