Teen Killer, Now Free, Charged With Murder In Lowell Again

A 28-year-old Lowell man who beat a murder charge as a teenager and served just seven years in prison on a voluntary manslaughter conviction for shooting a man to death on Royal Street in 2006 is once again accused of murder.

Lowell Police and the Middlesex District Attorney’s Office announced Friday that Billoeum Phan, 28, of Lowell, is among three brothers charged with murder in connection with the Sept. 14 shooting death of former Chelmsford High School football star Tyrone Phet

A Rocky Mount man has been charged with felony child abuse following the death of his 7-year-old grandchild, according to the Franklin County Sheriff’s Office. John Robert Ebel, 50, was being held without bond on Thursday, the sheriff’s office said.
